Child Safety & CSAE Policy

Zero tolerance. Secretly is an adults-only (18+) dating platform. We have a strict zero-tolerance policy toward Child Sexual Abuse and Exploitation (CSAE), including Child Sexual Abuse Material (CSAM), child grooming, sextortion of minors, and any sexualisation of minors.
This Policy explains the standards we enforce, the safeguards we operate, how to report a concern, and how we cooperate with law enforcement. It applies to the Secretly mobile application, website, and related services operated by Velora Labs LLP.
1. Our Standard
- Secretly is open only to adults aged 18 years or older. Anyone under 18 is strictly prohibited from creating an account, using the Platform, or appearing in any User Content.
- We strictly prohibit, and do not permit on the Platform, any of the following:
- Child Sexual Abuse Material (CSAM) of any kind, including real, animated, drawn, computer-generated, AI-generated, deepfake, or hybrid imagery depicting a minor in a sexualised context.
- Grooming, solicitation, sexual conversations with, or attempts to meet minors for sexual purposes.
- Sextortion, blackmail, or coercion targeting a minor.
- Trafficking, paid sexual services, or commercial sexual exploitation of a minor.
- Sharing, requesting, distributing, or linking to CSAM, off-platform exploitative content, or contact information of a minor for sexual purposes.
- Any other content or conduct that sexualises a minor or that endangers a child.
- This Policy is non-negotiable. Violations result in immediate, permanent account termination and, where applicable, reporting to law enforcement.
2. Legal Framework
We comply with applicable laws on child sexual exploitation, including but not limited to:
- The Protection of Children from Sexual Offences Act, 2012 (POCSO), India, and the POCSO Rules.
- The Information Technology Act, 2000 (India), including Sections 67B and 79, and the IT (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021.
- The Indian Penal Code / Bharatiya Nyaya Sanhita provisions on offences against children.
- The Digital Personal Data Protection Act, 2023, including its provisions on children’s data.
- 18 U.S.C. § 2258A — reporting of apparent CSAM to the U.S. National Center for Missing & Exploited Children (NCMEC), where applicable.
- Other applicable child-safety laws of jurisdictions in which the Platform is available.
3. Safeguards We Operate
3.1 Age gate & verification
- Users must declare a date of birth showing they are 18 or older at signup. Underage declarations are blocked.
- We use signals from declared age, profile content, photos, and behaviour to detect users who may be under 18 even if they claim otherwise.
- We may require additional age / identity verification (e.g., selfie liveness, ID verification) where signals suggest a user may be underage, and we will remove the account if verification fails or is refused.
3.2 Content moderation
- Profile photos, videos, and bios are reviewed by automated systems and, where flagged, by trained human moderators.
- We deploy CSAM detection tooling, including hash-matching against industry-recognised databases (e.g., NCMEC hash lists) where available, and classifier-based detection for novel content.
- Detected CSAM is removed, the relevant accounts are permanently banned, devices and identifiers are blocked from re-registration to the extent technically feasible, and the matter is reported to the appropriate authorities (see Section 5).
3.3 Communications safeguards
- We deploy abuse-detection on messages, including signals that indicate grooming, sextortion, solicitation of minors, or sharing of intimate imagery without consent.
- We provide every user the ability to block and report any other user from inside the chat and profile screens.
- Repeat violators, banned users, and accounts associated with CSAE conduct are blocked from re-registering using known identifiers (phone, email, device, payment).
4. How to Report
4.1 In the App
- Open the profile or chat → tap Report → select “User is underage” or “Child sexual content / grooming”.
- Reports flagged under these categories are routed to our priority-review queue.

Please include, to the extent you can safely provide it:
- Username / display name and any screenshots of the profile
- Time and date of the incident or content
- A short description of what happened
- Do NOT attach or forward CSAM — describe it instead. Re-sharing CSAM, even to a reporting channel, is a separate offence.
4.3 Direct reporting to authorities
You can also report independently:
- India — National Cybercrime Reporting Portal: cybercrime.gov.in (dedicated Report Women / Child Related Crime section, anonymous reporting supported).
- India — CHILDLINE: dial 1098.
- United States — NCMEC CyberTipline: report.cybertip.org.
- Or contact your local police / law-enforcement agency.
5. Our Response & Reporting Obligations
- Reports relating to child safety are reviewed on priority, generally within 24 hours of receipt.
- Where we identify or receive a credible report of CSAM, grooming, or other CSAE conduct, we:
- Remove the content immediately.
- Permanently terminate the account(s) involved.
- Preserve relevant records (profile, content metadata, IP, device identifiers, chat logs) as required by law to support investigation.
- Report the matter to the appropriate authorities, including reporting to NCMEC (where applicable under 18 U.S.C. § 2258A), to Indian law-enforcement / cybercrime authorities, and to other competent agencies as required.
- Cooperate with valid legal process from law enforcement.
- We do not notify the offending user before reporting to law enforcement where doing so could compromise an investigation.

7. Staff Training & Internal Controls
- Trust & Safety reviewers handling CSAE content receive specialised training on trauma-informed review, on how to handle reports without further harm, and on legal preservation and reporting requirements.
- Access to flagged content is restricted on a need-to-know basis and is logged.
- Reviewers are supported with wellness resources given the nature of the material.
8. Periodic Review & Continuous Improvement
- This Policy and the underlying detection, moderation, and reporting systems are reviewed at least annually, and additionally whenever there is a material change in law, technology, or operational learning.
- We update our hash lists, classifiers, and moderation guidelines on an ongoing basis.
- Where we identify gaps or recurring abuse patterns, we tighten safeguards — including blocking specific behaviours, identifiers, or content patterns.
9. Cooperation with Industry & Authorities
- We cooperate in good faith with law-enforcement agencies, the Indian Computer Emergency Response Team (CERT-In), the National Cyber Crime Reporting Portal, NCMEC, and recognised child-safety NGOs.
- Lawful requests for user data, content preservation, or content takedown are routed to our designated point of contact (see Section 6) and handled in accordance with applicable law.
10. Reporting Concerns about This Policy
If you believe our safeguards are insufficient, that a report was mishandled, or that a child is currently at risk on or via the Platform, please write to info@veloralabs.com with subject “Secretly Child Safety Escalation” and we will review and respond on priority.
